Proposition 4: Parental notification

What is it?
If passed, would amend the state constitution to prohibit abortion for unemancipated minors until 48 hours after the physician notifies the minor’s parents. If parental abuse has been reported, an alternative adult family member can be notified.

Propostion 5: Drug offenses

What is it?
Proposition 5 would reduce penalties for non-violent drug offenders and increase spending on drug rehab. This will reduce prison overcrowding, and reduce the number of addicts resuming their habits on release. Some call it a get-out-of-jail-free card for pot users and meth dealers.

If passed, $5 billion in bonds will fund alternative energy research and reduce the cost of vehicles that run on alternative fuels or are fuel efficient.

Proposition 11: Redistricting

Every 10 years, California legislators redraw election district boundaries. Proposition 11 gives this power to a 14-member commission. Auditors would pick 60 voters, and legislative leaders would reduce the group by two each. This leaves 12 Democrats, 12 Republicans and 12 of neither party.

Proposition 12 would allow the state of California to sell $900 million in general obligation bonds to fund the Cal-Vet program.
